  • Spiritual tourism holds significant economic growth potential, reveals KPMG in India – PHDCCI’s latest report

Pilgrimage and spiritual tourism is a rapidly growing sector within the global tourism industry, reflecting the increasing interest in cultural, spiritual and faith-based travel. India, home to over 450,000 religious and cultural heritage sites, is a treasure trove of pilgrimage and spiritual landmarks. To discuss about the growth prospects of spiritual and religious tourism in India, KPMG in India and PHDCCI have released a report titled – “Sacred journeys: Unfolding the evolution and growth of pilgrimage and spiritual tourism in India” at PHDCCI’s 1st Global Spiritual Tourism Conclave. This comprehensive report delves into the primary motivators behind pilgrimage and spiritual tourism, its economic ramifications, and the challenges and prospects it offers to destinations.   Given the anticipated growth in India's spiritual tourism, it's crucial to understand the push and pull factors of different segments of pilgrims and provide tailor made solutions to support outreach. Recognising the risks and sensitivities linked to pilgrimage tourism is equally vital, ensuring that proposed solutions foster respectful, sustainable, and mutually beneficial interactions between visitors and host communities.      Key highlights from the report: Potential of religious and spiritual tourism in the country - Post pandemic, spiritual tourism has taken centre stage with a significant increase in the number of travellers worldwide. For instance, religious tourism is a substantial driver of employment and economic activity both on a global scale and within India. Evolution of religious tourism - The concept of religious tourism is evolving, to meet the changing interests and values of modern travelers and reflects a broader shift towards more meaningful, responsible, and transformative travel experiences. Digital Influence on selection of sites - Modern trends in religious tourism in India reflect the intersection of tradition with contemporary practices and technology. Increased digital influence and an increase in positive reviews of travel bloggers has positively impacted the surge of religious tourism in India. Digital pilgrimages and virtual reality - Especially relevant during COVID-19 pandemic, virtual pilgrimages have gained popularity. In post pandemic era, inclination to travel became a must for every travel enthusiast. Live streaming of religious ceremonies, online darshans and 360 degree virtual tours allow devotees to participate remotely. Post the pandemic there is rise in footfall of spiritual travelers. Many pilgrims combine religious visits with medical treatments or wellness retreats. Ayurvedic centers, yoga retreats and spiritual healing practices are integrated into religious tourism offerings. Better connectivity and supporting Infrastructure - The improved physical accessibility to destinations, Ecosystem of travel and facilities like hotel to stay, amenities, tours and travel packages have helped visitors in making impromptu decision to travel to any destination. Segments of pilgrimage tourism - Identifying different categories of pilgrims and acknowledging unique needs of various groups is vital for enhancing the pilgrimage experience, managing resources effectively, and promoting sustainable tourism practices. Pilgrimage tourism can be broadly categorised into three segments of believers -- explorers, solo travelers, and mass organised pilgrims.   Solutions- Increasing outreach and sharing knowledge of common history: Holistic development of religious sites - With the emergence of new traveller segments seeking unique and offbeat experiences, there is an opportunity to integrate religious tourism with other forms of tourism. By combining adventure and wellness tourism at religious sites, these destinations can be promoted as holistic travel experiences. This approach not only enhances the appeal of religious sites but also diversifies tourism offerings, catering to a broader range of travellers looking for immersive and meaningful journeys. Outreach for hidden gems/ lesser-known pilgrim Destinations – Developing under the radar sites involves a comprehensive approach to boost their visibility and appeal to a broader tourist demographic. This can be done by: Research and documentation - Thorough research and documentation of a site's historical and spiritual significance is a foundational step, crucial for building a compelling narrative that can be shared with potential visitors. Preservation and restoration - Improving physical infrastructure accessibility around these sites through careful preservation and restoration efforts is key to enhancing visitor experience. Local community involvement - Engaging local communities in the development process is vital for fostering sustainable tourism practices. Educational programmes - Implementing educational programmes like guided tours, workshops, or lectures about a site’s history and spiritual significance can attract tourists with a keen interest in cultural and spiritual enrichment. Carrying capacity based development initiatives of religious places - To address the challenges of overcrowding at India's renowned spiritual destinations, a comprehensive approach encompassing destination-level measures, precinct-level strategies, and shrine-specific actions is essential. These measures aim to alleviate strain on local resources, preserve the sanctity of the shrines, and enhance the spiritual experience for all visitors. Digital intervention - Adopting AI and predictive analytics, with collaboration among local authorities, religious institutions, and technology providers, can cater to promotion of the hidden gems of cultural, spiritual and religious importance in India while establishing sustainable practices for development of pilgrimage tourism sites.   Vivek Agarwal, Partner and Lead - Industrial and Infrastructure Development, KPMG in India said, “Worldwide, India is recognised for its rich array of pilgrimage sites, spiritual landmarks, and ancient healing practices. As the demand for spiritual tourism grows, it is essential to promote comprehensive, holistic, and sustainable development of these sites. This approach will not only enrich the spiritual experiences of pilgrims but also preserve the sanctity of these destinations”.   Aalap Bansal, Partner - Industrial & Infrastructure Development Advisory (IIDA), KPMG in India said, “The evolution of pilgrimage and spiritual tourism in India mirrors broader trends in the tourism industry. Digital tools and social media have significantly expanded the reach and accessibility of spiritual practices. However, challenges such as over-tourism, strained infrastructure, disruptions to local communities, and cultural dilution highlight the need for a holistic and sustainable approach to site development. Utilizing digital tools and diversifying tourism offerings are essential for managing growth and addressing these issues effectively”.   In summary, pilgrimage and spiritual tourism present substantial opportunities for economic advancement and cultural exchange. Adopting a sustainable and inclusive approach to development can enable destinations to leverage these opportunities while safeguarding their cultural and religious heritage for future generations.

  • Slovenia's Piran Steals the Show in Netflix's "The Union"

The highly anticipated action thriller "The Union," starring Hollywood stars Mark Wahlberg and Halle Berry, is making its grand debut on Netflix on August 16, 2024. Piran's role in the movie is expected to have a lasting impact on the town, boosting its profile as a tourist destination and a potential site for future film productions. Piran , a charming town on Slovenia's Adriatic coast, served as a significant backdrop for the adrenaline-fueled moments of "The Union" . Known for its Venetian architecture, narrow cobblestone streets and stunning sea views, the town's blend of historical and natural beauty made it an ideal location for a film that needed both aesthetic appeal and diversity. Filming in Piran took place during the autumn of 2022 , a period that saw the town's tranquil streets transformed into a bustling movie set. The presence of Hollywood stars, Mark Wahlberg and Halle Berry , created a wave of excitement among locals and tourists alike, many of whom had the rare opportunity to witness major film production up close. The trailer offered a glimpse into the film's adrenaline-pumping action sequences, many of which were shot in the heart of Piran . The scenes of high-speed chases through the town's narrow streets, intense hand-to-hand combat on the ancient city walls and daring escapes across Piran’s iconic rooftops heightened the excitement surrounding the film’s release. While the film is set to premiere on Netflix on August 16 , the anticipation has already been ignited by a spectacular launch event in Los Angeles . Several articles, including the one in the Daily Mail , have reported on the premiere and highlighted Piran's stunning role in the film. Slovenia: A Rising Star in Global Filmmaking The production of "The Union" was a significant milestone for Slovenia's growing reputation as a desirable location for international film production. The Slovenian Film Centre , the national agency dedicated to promoting and supporting film production in the country, played a crucial role in attracting the film to Slovenia. The Centre offers a range of incentives to filmmakers, including a cash reimbursement measure that covers 25% of eligible production costs , making Slovenia an attractive and cost-effective option for foreign filmmakers. According to Nataša Bučar, Director of the Slovenian Film Centre , "The Union" represents the largest foreign film project ever undertaken in Slovenia. The production allocated over €10 million to its Slovenian segments alone, a significant investment that underscored the country's appeal as a filming location. This investment not only brought economic benefits to the region but also put Slovenia on the map as an option for high-profile film projects . Slovenia is a Great Choice for Filmmakers Slovenia has become a favoured destination for filmmakers due to its strategic location in Europe , offering easy access to major destinations and a range of diverse filming environments within a short drive. The country is renowned for its stunning natural and historical sites , along with experienced film crews and supportive local authorities . • The tradition of picking a nominee through primaries and caucuses – and not through what is called the “convention system” – is relatively recent. In 1968, after President Lyndon B. Johnson announced

Today marks 75 years since the adoption of the Geneva Conventions on August 12 1949. In theory, these rules of war are universally agreed by every nation. In practice, they are routinely violated everywhere. With an estimated 120 armed conflicts worldwide , more than 450 armed groups and 195 million people living in areas under their control , the protection of the vulnerable is as vitally important as ever. As the news headlines remind us daily, however, international humanitarian law can seem like too little, too late when faced with military might and political indifference. This year also marks other, less hopeful, anniversaries: ten years since the genocide against the Yazidi by ISIS in Syria, and ten years of war in Ukraine . Geopolitical tensions are escalating in the Middle East and the South China Sea. Given the modern technologies used on today’s battlefields (and in cyberspace), and the violation of even basic humanitarian protections, is there much to celebrate in 2024? Are the Geneva Conventions still fit for purpose for today’s wars – and tomorrow’s? Humanitarian values All societies have cultural, religious or legal rules of some kind around war. But in the aftermath of World War II’s extreme horrors, the world agreed to a detailed set of codified rules governing armed conflict. Despite differing political views and experiences of war, countries agreed to the Geneva Convention rules by striking a balance between military need and humanitarian ideals for the treatment of civilians, captured enemy soldiers and the dead. The 1949 Conventions remain the core of international humanitarian law, or the laws of armed conflict. This body of law has been expanded over the years by other treaties and protocols dealing with civil war, chemical weapons, antipersonnel landmines, torture and enforced disappearances. Designed to help prevent a spiral of tit-for-tat atrocities, many of the rules work due to reciprocal respect between combatants: treat our soldiers well when captured and we will do likewise. But they also demand the humane treatment of people caught up in war, even if one warring party has breached those rules or started the war in violation of the United Nations Charter that prohibits aggression. Four conventions, 400 articles The Geneva Conventions include more than 400 articles, setting out detailed rules for the treatment of prisoners, protecting hospitals and medical staff, allowing humanitarian aid, and prohibiting torture, rape and sexual violence. In fact, four conventions were adopted in 1949. The first three’s provisions built on existing laws protecting wounded soldiers on the battlefield, at sea and when captured as prisoners. The key fourth convention sought to protect civilians living under the power of an adversary, such as in occupied territory. A single article provided fundamental rules about the humane treatment of people during a civil war – the first time international law had dared to regulate violence occurring within a country rather than between two or more. The original document of the first Geneva Convention ‘for the Amelioration of the Condition of the Wounded in Armies in the Field’, signed in 1864. Getty Images War and peace Some say international humanitarian law took the wrong approach back in the 1860s when the very first Geneva Convention was adopted, because it accepted war and gave up on insisting on peace . As the scholar Samuel Moyn has argued , this has forced us to choose between the ideal of opposing war in the first place and opposing the crimes that take place within it. Humanitarian law also accepts a minimum level of harm to civilians as “collateral damage” during an attack on a military target. In other words, not all civilian deaths are war crimes. And some articles in the conventions seem old-fashioned today – tobacco is mentioned together with food and water for prisoners of war, for example. But in my own experience working with the International Committee of the Red Cross, I have seen international humanitarian law in action. When respected, it can save and improve lives. Eternal vigilance Warring parties everywhere still allow the Red Cross to visit thousands of detained people, and to negotiate about improving their treatment. Combatants make agreements for prisoner swaps, hostage release, return of the dead, and the provision of medical care to wounded enemy soldiers. Sometimes, countries investigate war crimes allegations. And the conventions make it possible for warring parties to make other agreements for even greater protections. And while the Geneva Conventions, and international humanitarian law more generally, are far from perfect, the rules seek a basic limit on the worst humanity has to offer, insisting on some fundamental human dignity. To ensure they are at least not actively breached, and ideally their protections extended, countries must do three key things: focus on collective responsibility, comply with the law themselves, and ensure respect by others stop using technical legal arguments to legitimise large-scale devastation in ways that ignore the fundamental humanitarian purpose of the rules and resist any claim by a nation state that exceptional national security threats (including terrorism, insurgency or new technologies) justify the rules being abandoned . It is precisely in the gravest situations, when politics and other laws have failed to prevent war, that these rules are most needed. Greater respect for them would go a long way to saving lives and preventing the horrors we see in today’s conflicts.

  • Until 1968, presidential candidates were picked by party conventions – a process revived by Biden’s withdrawal from race

Now that Joe Biden has dropped out of the 2024 presidential race and endorsed Vice President Kamala Harris to be the nominee, it will ultimately be up to Democratic National Convention delegates to formally select a new nominee for their party. This will mark the first time in over 50 years that a major party nominee was selected outside of the democratic process of primaries and caucuses. Many Democrats had already begun discussing how to replace Biden. They worried that having the convention delegates, the majority of whom were pledged at first to Biden , select the nominee would appear undemocratic and illegitimate. The Republican Speaker of the House has claimed that having the convention replace Biden would be “wrong” and “unlawful .” Others have conjured up the image of the return of the “smoke-filled room.” This term was coined in 1920 when Republican party leaders gathered in secret in Chicago’s Blackstone Hotel and agreed to nominate Warren G. Harding, a previously obscure and undistinguished U.S. senator from Ohio, for the presidency. He won that year, becoming a terrible president . The tradition of picking a nominee through primaries and caucuses – and not through what is called the “ convention system ” – is relatively recent. In 1968, after President Lyndon B. Johnson announced he would not run for reelection, his vice president, Hubert Humphrey, was able to secure the Democratic nomination despite not entering any primaries or caucuses . Humphrey won because he had the backing of party leaders like Chicago Mayor Richard Daley, and these party leaders controlled the vast majority of the delegates. Many Democrats saw this process as fundamentally undemocratic, so the party instituted a series of reforms that opened up the process by requiring delegates to be selected in primaries or caucuses that gave ordinary party members the opportunity to make that choice. The Republican Party quickly followed suit, and since 1972 both parties have nominated candidates in this way. In 1968, Hubert Humphrey got the Democratic presidential nomination – which he’s seen accepting here – despite not entering any primaries or caucuses. Associated Press Some Democrats are worried that a new nominee, selected by the convention, will, like Humphrey, lack legitimacy since she or he will have secured the nomination without direct input from Democratic voters around the country. In response, they’ve suggested what’s being called a “ blitz primary ” in which Democratic voters will decide on a nominee after a series of televised candidate town halls hosted by politicians and celebrities like Barack and Michelle Obama, Bill and Hillary Clinton, Oprah Winfrey and Taylor Swift. From the perspective of a scholar who studies political parties and elections , this proposal seems like wishful thinking since there’s no mechanism for setting up a workable election process in such a short period of time. The usual process of primaries and caucuses takes months, if not years, of preparation. Some good picks in the past While many associate the convention system with less than impressive nominees, like Harding, the record isn’t that bad. At the very first convention, held by the National Republicans – ancestors of today’s Republican Party – party leaders and insiders nominated Henry Clay for president. Although Clay lost to Andrew Jackson the following year, he is considered one of the greatest politicians of the 19th century. The convention system in both parties went on to nominate Abraham Lincoln, Ulysses S. Grant, Woodrow Wilson, Franklin D. Roosevelt, Dwight D. Eisenhower and John F. Kennedy, all of whom were elected president. Of course, conventions also nominated lesser figures like Horatio Seymour, Alton Parker and John W. Davis. But who’s to say that the current system has done any better to produce electable candidates? Yes, there’s Ronald Reagan and Barack Obama, but there have also been less successful candidates like George McGovern, and weaker presidents like Jimmy Carter and George W. Bush. Furthermore, had the old system been in place this year, there’s a chance that the Democrats might have avoided their current predicament. In 1952, Tennessee Democratic Sen. Estes Kefauver was the favorite for the nomination. Party leaders didn’t want him and gave the nomination to Illinois Gov. Adlai Stevenson, left, with running mate Sen. John Sparkman, who was not even a candidate before the convention. Bettman/Getty Images A way to avert trouble To the extent that Democratic Party leaders were aware of Biden’s decline, they might have been able to ease him out in favor of a better candidate – if they had been in control of the nominating process. In fact, party leaders in previous decades often knew more about the candidates than the public at large and could exercise veto power over anyone they thought had serious vulnerabilities. For example, in 1952, U.S. Sen. Estes Kefauver of Tennessee came into the Democratic National Convention the clear favorite in party-member polls. He also won the most primaries and had the most delegates. Party leaders, however, had serious reservations about Kefauver since they considered him too much of a maverick who might alienate key Democratic constituencies. The party bosses also knew that Kefauver had problems with alcohol and extramarital affairs . As a result, party leaders coalesced around Illinois Gov. Adlai Stevenson, who was not even a candidate before the convention started. Stevenson ran a losing but respectable race against the immensely popular and probably unbeatable Dwight D. Eisenhower . In addition, Stevenson’s eloquence and intelligence inspired a generation of Democratic Party activists. Not bad for a last-minute convention choice. With Biden’s withdrawal, it remains to be seen if the new Democratic nominee will be a strong candidate or, if elected, a good president. But there’s no reason to think that this year’s unusual path to the nomination will have any effect on those outcomes.

  • Amazon countries are stepping-up measures to counter illicit financing of nature crime

With the announcement by the US of a new initiative to counter the illicit financing of environment crime in the Amazon, there are signs the issue is finally an international priority. US Treasury Secretary Janet Yellen launched the Amazon Regional Initiative Against Illicit Finance last month with the stated aim of boosting training, cooperation, and information sharing to help authorities pursue money-laundering investigations against transnational criminal organizations. The US is poised to step-up the fight against the world’s third most profitable category of organized crime. Nature crimes include a cluster of activities that enable illegal deforestation, degradation and biodiversity loss. Among the most common are land grabbing, illegal logging, illicit mining and irregular agriculture and ranching – all of which are prolific across the 6 million km² Amazon basin. As noted in the US’s latest strategy on fighting terrorist and other financing, nature crimes are perpetrated by a bewildering array of actors, from organized crime groups, drug cartels, and corrupt land brokers to legitimate companies in the agriculture and cattle sector and large, medium and small-scale landowners. Nature crimes are part of a wider ecosystem of criminality affecting the eight countries sharing the Amazon rainforest. Alongside illicit timber extraction, illegal gold mining, poaching, and wildlife trafficking are other criminal practices such as targeted assassinations, harassment and intimidation, extortion, fraud, and tax evasion, money laundering, and corruption. The interconnectedness of nature crime with these other illegal activities make the former particularly hard to police and prosecute, especially when committed by hardened criminal syndicates that operate across borders. One of the reasons why the US is stepping-up efforts to disrupt illicit financial flows related to nature crime in the Amazon is precisely because of the increasing involvement of transnational organized crime. Cartels, gangs, and militia from Brazil , Colombia , Venezuela , and other countries are increasingly involved in laundering profits from the drug trade into “legitimate” businesses in the Amazon. Many of them operate across borders, including so-called triple frontier regions in Brazil, Bolivia, Colombia, Guyana, Suriname, and Venezuela. Some of these “forest mafia” are fueling “ narco-deforestation ” through illegal land acquisition, mineral extraction, and poaching. The latest initiative announced by the US builds on the growing determination of several Amazon basin countries and western partners to “follow the money” rather than simply throwing more police and military assets at the problem. Groups such as the UN Office for Drugs and Crime and the Igarape Institute are already training law enforcement agencies and financial crimes units of Brazil, Colombia, and Peru to improve evidence collection and operational responses to crimes involving the environment. While several types of environmental crime can be curbed by financial penalties and sanctions on legal and illegal groups involved in criminal activities, the effectiveness of such measures depends on the quality of enforcement. This is a challenge in the Amazon Basin where security and justice institutions are weak and many actors involved in committing nature crime go unpunished, much less pay fines when they are prosecuted. Owing to deeply entrenched corruption and informality, there are often strong political and economic disincentives to take action at the local level. The scaling-up of counter-money laundering efforts related to nature crime also depends heavily on smooth transnational cooperation. Yet cross-border cooperation is in frustratingly short supply across Latin America, especially among Amazon basin countries where political spats are routine. Ideological tensions and mistrust routinely hamper regional efforts to fight environmental crime, even where there are clear converging interests. More positively, there appears to be growing agreement on the shared threats posed by nature crime across the region, particularly in Brazil, Colombia, Ecuador and Peru. In the wake of the 2019 Leticia Pact ,leaders from all Amazon countries signed a Belem Declaration in 2023 which described environment crimes as a threat to climate and environmental priorities, as well as governance and sustainable development. There is a marked shift in tone and a sense of urgency. The US announcement to target money laundering and transnational criminal organizations is not coincidental. At the regional level, governments appear determined to strengthen the fledgling Amazon Treaty Cooperation Organization (ACTO), though this is a slow moving process. Brazil also launched an international police center (the CCPI- Amazon) in early 2024 to foment cooperation, including on financial crimes. Alongside the US commitment,ad hoccoalitions have emerged to expand police and prosecutorial cooperation, including to counter financial crimes and money laundering with support from the EU, Interpol and Europol. Notwithstanding growing determination to fight nature crime, US-led sanctions and technical support to the region’s police forces are only part of the solution. Drug cartels, major companies, large landholders, and corrupt government agents involved in nature crime are the most likely targets of anti-financial crime units. However, lower level crime groups, small firms and land owners, and landless people involved in illegal deforestation and degradation are not going to be dissuaded. Comprehensive responses are needed, including strategies to strengthen the rule of law and offer meaningful economic alternatives to slow extractivist activities. Law enforcement agencies across the Amazon basin face multiple obstacles to preventing and reducing nature crimes, including tackling the complex illicit financial networks and practices that enable them. A persistent challenge facing all countries is the deficit in technical expertise: there is a chronic shortage of experts in anti-money laundering and illicit financial flows. While they have some experience in disrupting money laundering related to drug proceeds, most police agencies and criminal justice institutions have limited expertise in countering money laundering related specifically to natural assets. Another challenge facing law enforcement relates to the patchwork of money laundering norms and laws across the region. The definition of offenses varies from place to place. A key priority, then, involves harmonizing money laundering legislation and policies across jurisdictions. Without minimum alignment of laws, procedures, and standards between countries, police are simply unable to pursue cases across borders. This applies not just to countries in the Amazon basin, but also the US and EU. There are other obstacles to disrupting illicit finance networks driving nature crime. For example, many of the actors involved in financing it are not based in the Amazon. Ultimately, the most significant impediments to disrupting illegal financial flows connected to nature crime are political and economic. Specifically, elected politicians and civil servants may directly and indirectly benefit from nature crimes such as logging, mining, and poaching and have limited incentive to cooperate with police and criminal justice authorities. Likewise, large numbers of local businesses and residents are often heavily dependent on illegal and informal practices linked to nature crimes linked to forestry, mining, and agricultural and livestock rearing, presenting a challenge for law enforcement and prosecutors.

  • Goa Assembly Passed The Goa Erection of Shacks on Public Beaches (Regulation and Control) Bill, 2024

Goa, 8th August 2024- The Goa Erection of Shacks on Public Beaches (Regulation and Control) Bill, 2024 was passed at the assembly on August 7th 2024, making erection of structure with prescribed specification of height, access and setback areas. This new legislation aims to provide a comprehensive framework for the regulation and management of temporary and seasonal structures on public beaches in accordance with the Coastal Regulation Zone Notification. Calangute MLA Michael Lobo praised and welcomed the decision of the Tourism Minister for the introduction of the very important bill. The bill was introduced last Monday and was discussed on August 7th 2024 at the assembly, along with the ruling and opposition who contributed with their suggestion on the bill. This bill establishes specific regulations for the erection and management of temporary and seasonal structures on public beaches. Previously, there were no dedicated statutes governing these structures, which are permitted under the Coastal Regulation Zone Notification. The bill applies to beach shacks permitted by the Department of Tourism and erected on public beaches under the Goa Shack Policy. It also covers other temporary structures permitted by the Goa Coastal Zone Management Authority on public or private properties, in compliance with the Coastal Regulation Zone Notification. To ensure comprehensive compliance, the following permissions are required under the bill: Director of Tourism: Permission to erect a temporary and seasonal structure. NOC & Trade License: Issued by the Village Panchayat/ Municipality, or City Corporation of Panaji. Health Compliance: NOC issued by the concerned Health Officer. Fire Safety Compliance: NOC or a certificate certifying compliance with the Goa, Daman and Diu Fire Force Act, 1986, issued by the Directorate of Fire and Emergency Services. Excise Compliance: Excise license issued under the Goa Excise Duty Act, 1964. The bill also provides for permissions for temporary and seasonal structures other than those permitted by the Department of Tourism. It mandates that all permissions, consents, or licenses required under any Central Legislation must be obtained by the allottee for each tourist season. Additionally to ensure environmental sustainability and restoration of natural sites, beach shacks must be dismantled to restore the beach sites to their original conditions on or before the 10th of June each year. Penalty of Rs. 5000/- will be imposed for each day beyond this deadline where dismantling is not carried out. Once the allottee has obtained all permissions as specified in the ordinance, the erection or operation of the beach shack shall be considered valid. Penalty of up to Rs. 3,00,000/- , which may extend, will also be imposed for breach of any law or conditions. The Goa Erection of Shacks on Public Beaches (Regulation and Control) Bill, 2024, reflects the government’s commitment of clarity and ease of doing business, as it will help ease difficulties of shack owners on acquiring the NOCs. It also ensures sustainable tourism practices while balancing the needs of beach shack operators and preserving the natural beauty of Goa’s beaches. Additionally, the Department of Tourism announced the registration for the shack license renewal well in advance for the convenience of the shack owners. The new bill is a significant step forward in creating a structured and regulated environment for the thriving beach shack culture in Goa.

Round the clock travel seminars many by popular KOLs.   In fact, the above well suited our premium FIT who survey found taking multiple outbound holidays and will be spending more on travel in coming year.   < Media reported Exhibitors Happy with Results >   The repeating hoisting of heavy rainstorm warning signals throughout show period particularly on Saturday which issued 3 signals in one day did slow down visitor growths! Has business been affected?   From a local Chinese business daily on June 17 reported on ITE that “majority of exhibitors found heavy rain did have some impacts but not serious”, and “some exhibitors pointed out strong pent up demand brought big business growth last year, some cooling off this year but results remaining ideal”.  Further, it quoted a hotel chain from Japan which target in ITE both B2B and B2C that “the results at present deemed exceeding our expectation”.   < ITE Hong Kong 2025 >   ITE2024 again is strongly supported by the Ministry of Culture and Tourism of the People's Republic of China with Hong Kong Tourism Board, Travel Industry Council of Hong Kong and Macao Government Tourism Office etc. as supporters.   The next ITE Hong Kong will be held June 12 to 15, 2025 at Halls 1A to 1E of the Hong Kong Convention and Exhibition Centre. For speeding up full recovery, standard booth rental of ITE2025 will again be kept at US$500 per SQM up, which same as rental in 2019 and no change for six years in a row.

Enacted in 2023, this act reflects the growing importance of digital data and the need for clear regulations in a world where data is central to various aspects of our lives. Chapter 1: Scope and Definitions The DPDP Act begins by defining the scope of its applicability. It specifies what constitutes "personal data," "data controllers," and "data processors." This chapter clarifies which entities and data types fall under the purview of the act. Chapter 2: Data Protection Principles 1. *Consent and Purpose Limitation*: This chapter establishes the principle of obtaining explicit consent from individuals for data processing. It also places restrictions on data usage, ensuring that data is only used for the specific purposes for which consent was granted. 2. *Data Minimization*: The act emphasizes the importance of collecting and storing only the data that is necessary for the intended purpose. This minimizes the risk of excessive data collection. 3. *Data Accuracy and Correction*: Data controllers are obliged to maintain accurate and up-to-date data. Individuals have the right to request corrections if their data is found to be inaccurate. 4. *Data Security*: Stringent security measures are required to protect personal data from breaches or unauthorized access. Data controllers are obligated to implement necessary safeguards. 5. *Data Portability*: Individuals have the right to request their data in a portable format, promoting data mobility and user control. 6. *Accountability and Governance*: Data controllers must establish data protection policies, conduct impact assessments, and demonstrate compliance with the act. Chapter 3: Rights of Data Subjects 1. *Right to Access*: Individuals have the right to access their own data held by data controllers, subject to reasonable requests. 2. *Right to Rectification and Erasure*: Data subjects can request the correction, deletion, or removal of their data under certain circumstances. 3. *Right to Object*: Individuals have the right to object to the processing of their data for specific purposes, including direct marketing. 4. *Right to Data Portability*: Data subjects can obtain their data in a machine-readable format to transfer to other services. 5. *Right to Restriction of Processing*: In certain situations, individuals can request the temporary suspension of data processing. 6. *Rights Related to Automated Decision-Making*: The act addresses automated decision-making processes, providing transparency and the right to human intervention. It includes guidelines for notifying both data protection authorities and affected individuals, ensuring transparency in case of data security incidents. Chapter 5: Transfer of Personal Data The DPDP Act sets rules for the cross-border transfer of personal data. It addresses data transfers to countries that may not offer the same level of data protection, requiring data controllers to employ safeguards or obtain explicit consent. Chapter 6: Data Protection Impact Assessments This chapter focuses on the necessity of conducting data protection impact assessments (DPIAs) for high-risk data processing activities. DPIAs are designed to identify and mitigate potential risks to individuals' data. Chapter 7: Data Protection Officer (DPO) Under the DPDP Act, data controllers may be required to appoint a Data Protection Officer responsible for ensuring compliance with the act. This individual plays a crucial role in guiding data protection within organizations. Chapter 8: Regulatory Authority The act establishes an independent data protection authority with enforcement powers. This authority oversees compliance, investigates violations, and imposes fines or penalties for non-compliance. Chapter 9: Penalties and Enforcement To ensure compliance with the DPDP Act, this chapter outlines the penalties and fines that may be imposed on data controllers and processors for violations of data protection provisions. Penalties are designed to be proportionate to the severity of the offense. Chapter 10: International Data Transfer Mechanisms This chapter elaborates on the mechanisms and standards for data transfers to countries outside the jurisdiction of the DPDP Act. It addresses the use of binding corporate rules, standard contractual clauses, and other instruments. Chapter 11: Special Categories of Data The DPDP Act gives particular attention to sensitive categories of data, such as health data or biometric information. Special provisions ensure that the processing of these types of data adheres to heightened privacy standards. Chapter 12: Exceptions and Limitations The act provides specific exceptions and limitations to data protection principles, such as those necessary for national security or law enforcement purposes. Chapter 13: Transitional Provisions In some cases, the DPDP Act includes transitional provisions to allow organizations time to adapt their existing data practices to the new regulations. Chapter 14: Review and Amendment The act outlines the procedure for periodic reviews and potential amendments to adapt to changing technological and societal circumstances. Chapter 15: Final Provisions This chapter addresses miscellaneous matters, including the act's commencement date, penalties for non-compliance, and the power to issue subsidiary legislation for further clarification. Conclusion The Digital Personal Data Protection Act of 2023 represents a significant step in protecting the privacy and data rights of individuals in the digital age. By establishing clear rules and principles for data processing, consent, and security, it aims to strike a balance between the benefits of data-driven technologies and the fundamental rights of individuals.
